Well Kenshi is a harsh world I won't complain.. I routinely sit characters in the Hub bar and the Rebel Outpost/HQ/whatsits. They're there just to keep an eye on things. (When basing out of The Hub.) Ah I still remember my first time leaving the hub. I remember starting the game and seeing some starving bandits. I remember thinking I couldn't possible find a more obvious group of enemies to farm up my fighting skills. I mean I was technically right, my toughness skill went up a couple of points.
I have been in the hub for days, npcs come and go by phasing through the closed gates but I can't enter or leave the hub.
